Pay-by-License Plate

Pay-by-License Plate (PBL) parking is similar to Pay-by-Space parking in that consumers enter their license plate number instead of a space number to purchase parking.

How Pay-by-License Plate works

  1. Consumer notes their license plate
  2. Consumer goes to pay station
  3. Consumer enters license plate and purchases time
  4. Consumer keeps receipt

Enforcement operations also use vehicle license plate numbers to verify which vehicles have a valid permit. In addition to having many of the advantages of Pay-by-Space, Pay-by-License Plate has a number of added benefits.

Higher potential revenue

When used in on-street parking, Pay-by-License Plate does not require designated spaces, therefore, the number of vehicles able to park per block is not fixed. For example, a city block that would normally accommodate eight vehicles using single-head meters or Pay-by-Space, can now accommodate eight full size vehicles, 16 Smart cars, or 32 motorcycles using PBL. The same benefits can also be realized off-street in unmarked lots such as overflow or event parking. Also, with the vehicle license plate number printed on each permit, occurrences of pass-back and fraudulent bulk purchases are eliminated.

More efficient enforcement

PBL works seamlessly with License Plate Recognition (LPR) enforcement systems. These systems use handheld or vehicle-mounted cameras to scan license plate numbers and verify that the vehicles have a valid permit. If a vehicle does not have a valid permit, the system generates a citation. PBL used with LPR systems reduces human error in the enforcement process and allows enforcement personnel to patrol larger areas in less time. PBL also provides an additional identifier for use during the citation adjudication process.

Pay-by-Phone integration

Pay-by-License Plate and Pay-by-Phone work extremely well together as they are both license plate-based systems. Clients can create a complete License Plate-Enabled Parking (LEP) solution with the addition of an integrated LPR enforcement system.

No space marking costs

Since PBL does not rely on space numbers, the costs associated with installing or painting space numbers are eliminated. In addition, costs associated with space number maintenance such as cleaning, repairs, and snow removal to ensure each space number is always visible are eliminated.

Easier for people to use

Pay-by-License Plate makes paying for parking easier as consumers can pay for their parking using any pay station or their mobile phone. Also, consumers can add time to their parking just as easily using their mobile phone or the nearest pay station.
