Finding Parking in Redwood City, California |
Too much business is not always a good thing, especially when it comes to parking. Recent studies have shown that if all the curbside parking spaces are full, business suffers. Redwood City has plenty of parking spaces, but the prime, on-street areas were chronically congested. Downtown Broadway developed a reputation – “there’s no place to park” – even though within a few blocks there were always plenty of spaces in parking lots and garages. Urban planning studies showed that setting parking meter prices higher in premium locations at peak times encourages some shoppers to park further away, leaving 15 percent of spaces open at any given moment and maximizing storefront activity. But how could the city implement free-
market parking, with dynamically adjustable meters that enable different rates depending on day and time? |

LUKE - A Case Study |
| For cities and towns, it seems the only people who approve
of pay public parking are the financial staff and the elected
officials who see the significant benefit of cash inflows.
Businesses such as restaurants often view parking fees
simply as an annoyance for their customers or a roadblock
hindering their business success. For its part, the parking
public is none too happy having to cater to the almighty
parking system: fumbling with coins, running back in the
rain to add more time, etc. For a great majority, pay parking
equals stress. |

The Parking Fix - Free-market economists are overhauling a frustration of American life |
| Redwood City, in the heart of California’s Silicon Valley,
faced a vexing problem last year. During the busy lunch
hour, downtown was grid locked, with cars orbiting the
block in search of one of the few prime parking spots,
while just a half block away, a four-level garage was
never full. So the city is trying something new: Installing meters
that charge more for the best spots. |
